County announces Human Services leadership changes

ROCKINGHAM — Richmond County Manager Bryan Land announces the appointment of Ms. Cheryl Speight, MSN, RN today as interim local public health director for Richmond County effective May 28, 2021.

Ms. Speight will be filling the position of current Health Director Dr. Tommy Jarrell, who announced his retirement earlier this year.

Ms. Speight has been employed by the Richmond County Health Department since 1994 and is currently the director of Patient Services. During the past 15 months, Speight has managed COVID testing, investigations, reporting and vaccinations efforts for the department.

“Richmond County is fortunate to have an experienced qualified leader ready to take reign of the Health Department,” said Land.

In addition to the appointment of Ms. Speight as interim local public health director, County Manager Land announces the appointment of Ms. Hollis (Holly) Haire, EHS, as deputy local public health director for the Health Department. Ms. Haire has been employed by the Richmond County Health Department for nearly 25 years, currently serving as director of Environmental Health & General Services. Ms. Haire is highly qualified and has been active in the COVID Response efforts of the department for the past year. 

Upon Dr. Jarrell’s departure, Director of Social Services Robby Hall will serve as the acting consolidated human services director as the county determines future leadership roles for the Human Services Department and until a search and selection process is completed.
