Waste management employee charged with dumping debris in Richmond County

More than 12 tons of trash and debris were dumped in the Philadelphia community last week by an employee of a waste management company, according to the Richmond County Sheriff's Office.

ROCKINGHAM — A Cumberland County man is facing a felony littering charge for allegedly dumping more than 12 tons of trash in a Richmond County community.

According to a press release from Sheriff Mark Gulledge, residents reported the incident on Nov. 11 after someone dumped a large amount of trash and debris at 158 Brewington Ave. in the Philadelphia neighborhood.

“Investigators developed leads identifying GFL Environmental as the source of the illegal activity,” Gulledge said. 

GFL is a waste management company with operations across the U.S. and Canada, according to the corporate website. One of its drop-off sites is in Hope Mills.

“Representatives of GFL Environmental responded to the location to assist with the investigation and removal of the debris,” Gulledge said, adding that the company removed 12.58 tons of debris from the site.

The Richmond County Sheriff’s Office charged 53-year-old Malcolm Clement Williams, of Hope Mills, with one count of littering in excess of 500 pounds. Gulledge said Williams, who was employed with GFL, was given a $50,000 unsecured bond and is scheduled to appear in court Dec. 2.

“(Iif not for members of the community taking a stand and reporting this incident so quickly, it could have led to a larger mess and harder to make the arrest,” Gulledge said.

Records show Williams has no other pending charges or prior convictions in the state.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
