ROCKINGHAM — A Hamlet man was recently served with outstanding warrants from multiple counties dating back nearly two years.
Sir Hamp Bell, 47, is accused of stealing in six counties in 2024. When a deputy attempted to serve those warrants on June 17, Bell allegedly barricaded the front door of the house, and held the bedroom door shut and refused to give the deputy his hands.
The timeline of warrants obtained against Bell, derived from court records, is as follows:

Aug. 1, 2024 - Cary Police Department charges Bell for allegedly stealing wood planks and other items (valued at $2,359.14) from a Lowe’s Home Improvement store two days earlier.
Aug. 14, 2024 - The Sanford Police Department charges Bell for an alleged theft that occurred on July 5 of that year.
Sept. 5, 2024 - The Greensboro Police Department charges Bell for allegedly stealing 11 window frames and a door frame (valued at $3,953) from a Lowe’s Home Improvement store on Aug. 24 of that year.
Sept. 24, 2024 - The Pittsboro Police Department charges Bell for allegedly stealing 15 boxes of waterproof flooring (valued at $1,269.45) from a Lowe’s Home Improvement store on June 25 of that year.
Sept. 30, 2024 - The Rockingham Police Department charges Bell for alleged thefts that occurred on Aug. 2 and 7.
Sept. 30, Oct. 7 - The Southern Pines Police Department files charges against Bell.

Online court records show Bell also had outstanding orders for arrest for failure to appear in court in Cumberland County. Those cases do not currently show as pending because the charges were dismissed with leave on Nov. 6, 2025.
Bell is charged in Cumberland County with three counts each of felony conspiracy, possession of stolen goods and habitual larceny.
Richmond County Jail records show Bell is being held on a combined $47,000 secured bond for the charges in Cumberland and Richmond counties. He is being held without bond on the charges from Wake, Guilford, Chatham, Lee and Moore counties.
As for listed Bell’s alleged co-conspirators listed on warrants from Chatham, Wake and Guilford counties, records show that Angela Diane Evans, of the same address as Bell, was convicted of felony larceny in Guilford County on Sept. 2, 2025.
Evans was also convicted last year on charges from Richmond, Lee and Scotland counties, and was released June 2.
Records seem to indicate that Evans has not yet been served in the Chatham and Wake county cases.
Kanisha McBride, of Laurinburg, was also listed as a conspirator in the Chatham and Wake cases. She was arrested on March 27.
Records show McBride was convicted June 15 of felony conspiracy and misdemeanor larceny in Chatham County and is currently in prison from a May 7 conviction in Robeson County. She still has pending charges in Richmond and Wake counties.
Records with the N.C. Department of Adult Correction show Bell has the following prior convictions:
1995 - simple assault
1998 - three counts of common law forgery, breaking and entering vehicles, misdemeanor breaking and entering (later upgraded to a felony), misdemeanor larceny
1999 - obtaining property by false pretenses
2001 - communicating threats
2005 - resisting a public officer, using profane language (Scotland)
2006 - misdemeanor larceny
2008 - shoplifting, possession of drug paraphernalia, violation of a protective order
2011 - possession of drug paraphernalia, resisting a public officer
All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
