Man accused of stealing from storage buildings in Richmond County

ROCKINGHAM — The Richmond County Sheriff’s Office has charged a man in connection to a pair of break-ins Wednesday morning.

An arrest warrant alleges that 39-year-old David Lee Duncan, of the Rockingham area, broke into storage buildings at two addresses on Chalk Road on July 29.

Duncan is accused of stealing a cast iron pot, four metallic signs and a portable vehicle battery charger from one building, as well as a Black & Decker drill, Ozark cooler and miscellaneous tools from the other.

The warrant also alleges that Duncan ran from the responding deputy.

Duncan was arrested and charged with two felony counts each of breaking and entering and larceny after breaking and entering, as well as a misdemeanor count of resisting a public officer.

He was booked into the Richmond County Jail where he is being held on a $10,000 secured bond. He is scheduled to appear in court Aug. 13.

Records with the N.C. Department of Adult Correction show Duncan has the following prior convictions:

2004 - misdemeanor larceny (Caldwell County)

2017 - selling a Schedule II controlled substance (two counts)

2021 - selling a Schedule I controlled substance (two counts), selling a Schedule II controlled substance

Court records show Duncan pleaded guilty to misdemeanor larceny in 2025 as part of a plea deal, and previously in 2023 with no plea deal.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
