Recent Richmond County parolee charged with theft, having water tanker stolen from S.C.

ROCKINGHAM — A man is back in jail a month after being released from prison, accused of theft.

An arrest warrant alleges that 27-year-old Charles Earl Summers, of southern Richmond County, stole an estimated $5,000 in appliances and equipment on June 27, including: an LG refrigerator; an air conditioner unit; a Lincoln welder; a DeWalt saw; a utility trailer; and a handtruck.

Summers was allegedly found in possession of those stolen items, as well as a stolen water tanker truck belonging to Ferroglobe of Wallace, South Carolina.

An arrest warrant was issued to a detective with the Richmond County Sheriff’s Office on June 28, charging Summers with one count each of felony larceny and larceny after breaking and entering, as well as two counts of possession of stolen goods or property.

Summers was taken into custody and booked into the Richmond County Jail where he is being held on a $75,000 secured bond. He is scheduled to appear in court July 9.

A search of South Carolina case records shows that Summers has not been charged with stealing the water tanker truck in Marlboro County.

Summers is also being held without bond on a parole violation.

Records with the N.C. Department of Adult Correction show Summers was released from prison on May 29. His probation on a 2025 conviction of felony larceny and larceny of firearms was revoked on March 4. Ten days later, he was convicted of misdemeanor larceny. The listed offense date is the same for all three charges.

His probation was scheduled to end Feb. 23, 2027.

Summers was previously convicted in January 2025 of misdemeanor larceny and possession of drug paraphernalia.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
