Richmond County homeless man accused of urinating on road, having open bottle of vodka

ROCKINGHAM — A local homeless man convicted last summer of indecent exposure after defecating on a sidewalk is now accused of public urination.

An arrest warrant alleges that 64-year-old Jimmy Dean Cox relieved himself on County Home Road on March 18. Cox was also allegedly found with an open bottle of Smirnoff vodka.

He was arrested the same day and charged with one misdemeanor count each of urinating in public and having an open container of alcohol. He is being held in the Richmond County Jail on a $2,500 secured bond and is scheduled to appear in court April 23.

Online court records show Cox was convicted of indecent exposure on Aug. 28 and second-degree trespassing on Sept. 23 of last year. He was previously convicted on two counts of second-degree trespassing in May 2025, as well as one count in 2024.

Records with the N.C. Department of Adult Correction show Cox was convicted of manslaughter in 1977 at the age of 15, for which he served three years.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
