ROCKINGHAM — A registered sex offender is accused of assault and not informing the sheriff’s office that he had moved.
An arrest warrant, dated June 23, alleges that 54-year-old Robert Eugene Barnill hit and kicked another man while the reported victim was on the ground.
Court records show a criminal summons was issued and recalled. The warrant, charging Barnhill with a misdemeanor count of assault and battery, was served the followind day.
Barnhill was served with another warrant on June 24, alleging that he failed to notify the Richmond County Sheriff’s Office that he had changed his address from Airport Road to Bateman Street.
The RCSO charged him with a felony count of failing to notify a change of address as a sex offender.
Records with the N.C. Department of Adult Correction show Barnhill was convicted in 2022 of felony incest in Cherokee County. He served less than four months in prison and is on parole until June 14, 2027.
The N.C. Sex Offender Registry shows Barnhill’s registration date as June 19, 2025. His minimum period of registration is listed as 10 years.
Barnhill was booked into the Richmond County Jail on a combined $25,500 secured bond. His court dates are scheduled for July 16 on the registration charge, and July 17 on the assault charge.
Records show Barnhill was convicted in 2008 of burglary and receiving stolen property in Georgia.
In 2021, he was convicted of misdemeanor breaking and entering and possession of drug paraphernalia in Cherokee County.
All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
